- 12-15 sheets of paper
- hole punch
- 24-36 inch length of ribbon
instructions

fold each sheet of paper into a fan shape. take your time and be precise it’ll be worth it at the end!

punch a hole through the folds at one end of the fan. press and hold the folds tightly together to punch all the way through or do a few layers at a time.

thread the paper fans onto a long length of ribbon. bunch tightly for a ruffle and put a small piece of double sided tape between each piece of paper near the top of the collar to keep each piece in place.
